This will force the hood to use the clothing_id which is the hood up mesh, HOWEVER, the hood is up even when you have a helmet or hat on which sometimes looks silly and it will change the NPC hoods too (Guards bandits peasants) so be careful when doing that. Open the HoodsUp.pak folder and navigate to Libs If you want to put the hood over a helmet, you first need a program like WinRAR. Some hoods have different colors which I will work on tomorrow hopefully. This should fix that by making the hoods that have a triangle pattern go up with a triangle pattern and the square ones go up with a square pattern. I noticed in other hood up mods, most of the square pattern hoods either had a triangle pattern or didn't go up. This is a simple mod that makes ALL hoods go up.
